Service Providers generated chilled water temp.( CWST)

It is common than DCSPs do not specify the exact Chilled Water Supply Temp ( CWST)..due to few factors :

-The Chilled water gain heat while being pumped few Kilometers till it reaches the final destination .

- The seasonal plant efficiency variation 

- The effect of Low Delta T 

Therefore , DCSPs cannot specify a certain CWST reaching their Customers .

It is specified as : CWST =(...)+/_ (..)

The question : How much this tolerance ( +/-..) is tolerable without penalties ?
